If they have scopes, and they both fire at the exact moment that they see the glint-of-light off the lenses, then maybe. I am not totally convinced that we are looking at two bullets though. This looks similar enough to what’s found on shooting ranges to make me wonder.
In the 19th and (most of the) 20th century wars it was quite common for 75% of all shots fired to not be aimed at anyone at all.
